In most situations, the better tyres should be fitted to the rear axle of the vehicle. This allows the car to stabilise more quickly in the event of loss of control. In addition, the vehicle will behave more predictably during sudden, violent manoeuvres (e.g. avoiding an obstacle). In severe winter conditions, it is worth fitting better tyres to the drive axle, whether it be front or rear.
